US E-Scooter Laws 2026: A State-by-State Guide

Legal Compliance Guide | 2026 Updated

Cruising the USA: A State-by-State Guide to E-Scooter Laws in 2026

Electric scooters have officially taken over American streets. However, from the hills of San Francisco to the avenues of New York, the rules of the road change as soon as you cross state lines. At Joyor Official, we believe safety and compliance are the foundation of every great ride.

Note: While we strive for accuracy, local ordinances can change. Always check your specific city’s DMV or DOT website for the most recent updates.

1. The "Big Three" States: California, New York, & Texas

California (CVC 21235)

California remains the most micromobility-friendly state. You can ride in bike lanes and on streets with speed limits under 25 mph. Key rule: You must have a valid driver’s license, and riders under 18 must wear a helmet.

New York (NYSDOT)

E-scooters are legal but capped at 15 mph. In NYC, sidewalk riding is strictly prohibited. Helmets are required for 16 and 17-year-olds, though we recommend them for everyone in the concrete jungle.

Texas

Texas generally treats e-scooters like bicycles. Most cities allow riding on streets with low speed limits. However, cities like Austin and Dallas have specific "no-ride zones" in crowded pedestrian areas.

2. Common US Rules You Should Know

Category Typical Requirement
Speed Limits Usually capped at 15-20 mph on public roads.
Sidewalk Riding Illegal in most major cities (NYC, LA, Chicago).
Lights/Reflectors Required for night riding (Joyor S-series includes these).
Age Requirement Usually 16+ years old.
